Steubenville was once known as “little Chicago” because of its booming industry, thriving downtown, and reputation for crime, gambling, and corruption.
There have been numerous industries in Steubenville’s history including coal mining, beer brewing, fabric manufacturing, paper mills, glass factories, potteries, nail factories and steel mills. These industries brought a plethora of immigrants to the Ohio Valley making it a melting pot of many nationalities. During its peak in 1940, Steubenville was home to nearly 40,000 people. At this time, gambling, prostitution and bootlegging plagued the city. Law enforcement seemed to turn a blind eye as mobsters and madams ruled and murders occurred at an alarming rate. Thanks to the Twelve Against the Underworld, lawsuits against the Steubenville Police Department, and the efforts of concerned citizens, Steubenville no longer lives up to the title of “Little Chicago."
